Responsive forms should be designed according to the guidelines: have at least 44 pixels in height. Unless your form is desktop-only, make sure it is optimized for mobile. All forms need to be large enough for users' fingers to click. There is a general 'rule of thumb': don’t make anything tappable smaller than 44 x 44 pixels.
